City of Tulare, Community & Economic Development Director

Consistent with our commitment to promote a quality of life making Tulare the most desirable community in which to live, learn, play, work, worship, and prosper, the responsibilities of the Community and Economic Development Director are of incredible importance to the City’s leadership as community and economic development is a high priority for the City.

The Community and Economic Development Director will direct and oversee the divisions of Building, Economic Development, Engineering, Planning, and Project Management. The ideal candidate will be a proactive and energetic leader who requires minimal direction and oversight.  He/she will have the demonstrated ability to balance the many facets of a comprehensive approach to community and economic development, which includes being attentive to business retention as well as attracting new interests that strengthen and diversify Tulare’s current economic base.  A history of facilitating a diverse range of development from concept to construction is desired.

The ideal candidate will assist the City Manager and City Council in addressing issues relating to mutually agreed upon policies and projects relating to well managed growth, infrastructure improvements, and economic development. It is expected that the Community and Economic Development Director will possess strong interpersonal skills, be loyal to and embrace the community, be customer oriented, and be visible and accessible to residents as well as representatives of the business community. Further, the individual selected will be comfortable analyzing relevant data and market studies in order to develop and recommend strategies that best support Tulare’s future. To that end, he/she will be an exceptional critical thinker and problem solver with the demonstrated ability to produce creative alternatives that will capitalize on Tulare’s numerous economic development assets as well as identify new sectors and opportunities that increase community and economic resiliency.

The Community and Economic Development Director will oversee, direct, participate in, and strive to continuously improve all aspects of the City of Tulare’s short and long-range planning and development. Successful performance of the work requires knowledge of public policy, municipal functions and activities, including the role of an elected City Council, and the ability to develop, oversee, and implement projects, programs and processes in a variety of areas. The Community and Economic Development Director will immediately become immersed in all aspects of managing the City’s full range of community and economic development services.

The candidate selected will have extensive experience in managerial roles in a public agency; demonstrated experience preparing and administering budgets in a public agency setting; and, excellent written communication skills. The successful candidate will have five years of progressively responsible experience in municipal planning, community development, economic development, construction management, infrastructure planning/land development or engineering services, three years of which include working in a public sector environment, and three years of which involve management and supervision of professional staff; and will possess a bachelor’s degree in urban planning, civil engineering, construction management, public or business administration, or a related field.
