POSITION OVERVIEW: The Housing Management Analyst position in the Community Development Department is a fulltime position. The Community Development Department is comprised of five divisions and functional areas: Planning, Building, Code Enforcement, Housing, and Economic Development. This position will be dedicated to a variety of housing work in the City. The position performs a variety of complex analytical duties specific to housing policy, programs, and finance, including affordable housing program implementation and Housing Element preparation, reporting and implementation.
Essential duties and responsibilities include the following.
- Serve as the Project Manager for the update of the City’s Housing Element. Implement the Housing Element and prepare annual report and track progress toward meeting the RHNA goals. Implement new or modified housing and General Plan programs to meet the community housing goals and objectives.
- Work with the Planning Division to develop and implement critical housing and land use policies in the City’s General Plan, Specific Plans, and Zoning Code.
- Develop an implementation plan for the City’s recently adopted affordable housing regulations. Administer and manage the City’s affordable on-site (inclusionary) housing program including developing an interested parties list, qualification criteria and screening, lottery process, monitoring, and preparation and recordation of related legal agreements including Affordable Housing Agreements and Loan Subordination Agreements.
- Review developer’s proposed Affordable Housing Plans for conformance with adopted regulations. Review planning application density bonus requests and other specialized housing-related applications pursuant to state law.
- Prepare and revise City housing-related application forms as needed.
- Prepare an expenditure plan and annual budget for the City Affordable Housing Fund. Track and monitor payments of affordable housing in-lieu and impact fees.
- Prepare Requests for Proposals and Notice of Funding Availability for the City Affordable Housing Fund.
- Prepare and obtain adoption of new City policies related to housing, including new or updated Municipal Code Ordinances related to housing including the City’s Density Bonus Ordinance.
- Monitor new state and regional housing legislation and prepare written reports and oral presentations providing updates and implementation recommendations for new legislation.
- Prepare annual affordable housing rental rates and for-sale prices for City Council adoption.
- Monitor housing policy grant opportunities, prepare grant proposals, and monitor and manage funding agreements.
- Serve as the City liaison with other housing organizations, including non-profit organizations, community groups and governmental agencies.
- Assist in developing and administering housing and rent protection policies.
- Assist with the acquisition and disposal of real property owned by the City.
- Manage the City’s historical first-time homebuyer program.
- Develop various housing-related policies and procedures.
- Conduct various studies and analysis regarding project feasibility and economic returns; prepare statistical, financial, environmental and other technical analyses and reports.
- Prepare reports, complete surveys and analyze data related to housing.

Millbrae is a small but growing city with several major housing, mixed-use and transit-oriented developments currently under construction or in the development pipeline. The City is currently preparing the Housing Element Update, a General Plan Update, and a new Downtown and El Camino Real Specific Plan/

We are also looking for someone who is thorough in their work assignments and possesses strong writing and public presentation skills.
SUPERVISION EXERCISED AND RECEIVED
Receives general supervision from the Department Head or Deputy Director of assigned department. May provide day-to-day supervision for lower-level administrative and clerical staff as assigned.
Knowledge of: Theories, principles, and practices of housing policy, programs, and finance, including affordable housing program implementation and Housing Element preparation, reporting and implementation as applied to assigned operations, programs, and projects; research techniques, problem-solving methods and sources, and availability of information; report preparation and presentation techniques; principles of fair housing regulations; principles of budget preparation, analysis, monitoring, and expenditure control; methods and practices of municipal impact and in-lieu fund finance, budgeting, and accounting; principals of functions of assigned department; pertinent State, Federal, and local laws and regulations; modern office practices, procedures, methods, and equipment, including up-to-date computer applications, technology, and systems; organization and management practices as applied to the analysis and evaluation of housing programs, policies, and operational needs.
Ability to: Analyze housing policy, housing program, and budgetary topics and propose solutions; write clearly and comprehensively; read, interpret, and understand complex rules, regulations, and ordinances; communicate clearly and concisely both orally and in writing; edit reports; communicate and interact effectively with others; analyze and review organizational and management problems, and recommend and implement effective courses of action; establish and maintain cooperative working relationships with those contacted in course of work; elicit cooperation of others; learn, interpret, and apply City policies, procedures, rules, and regulations; properly interpret and make decisions in accordance with laws, rules and policies; assimilate and understand information consistent with essential job duties; think clearly and work well under normal and high pressure circumstances; make sound decisions in a manner consistent with essential job duties.
EDUCATION AND TRAINING GUIDELINES
Education: Bachelor’s degree in Urban Planning. Housing, Public Administration, or a closely related field from a recognized college or university.
Experience: Four (4) years of increasingly responsible work experience in housing policy, programs, studies, and finance, including affordable housing program implementation and Housing Element preparation, reporting and implementation. Previous experience in a public agency is desirable.
A Master’s degree may substitute for up to two years of work experience.
Licenses: Possession of a valid Class C California Driver’s License with a satisfactory driving record as determined by California Motor Vehicle guidelines.
Speak clearly and understandably; stamina to attend and participate in evening meetings as assigned; vision adequate to quickly and accurately review reports and correspondence; ability to report to work at any hour of the day or night as required by a disaster or other emergency situation. Maintain physical condition appropriate to the performance of assigned duty and responsibilities which may include sitting for extended periods of time and operating assigned office equipment.
