The City of Stockton is seeking to fill a Program Manager I position in the Community Development Department. The ideal candidate has local government development services experience (Building, Planning, Development Engineering) with strong technical and analytical skills and is able to analyze and present data with intermediate to advanced software skills. Highly desirable: Budget preparation and management experience; a track record of excellent customer service to internal and external customers; the ability to work independently and also as part of a group; must be able to identify areas needing improvement and conceive of workable solutions; strong program management skills, including program development, training, training materials development (SOPs), and documentation of processes. Professional staff management, GIS, and finance experience is also desirable.
The incumbent will be tasked to provide technical support of permit software and other departmental technology; miscellaneous financial functions; requests for proposals (RFPs) and contract preparation; project management; and other operational support activities. Additional tasks may include working on budget, fees, and financials.
Possession of a Bachelor’s degree from an accredited four-year college or university with major course work in business or public administration, or the field of the program to which assigned, economics, or a closely related field and two (2) years of lead or supervisory experience involving program or project management.
