The County of Napa is seeking a new team member to help support the Accela Automation permitting solution. Accela is used by Planning, Building and Environmental Services (PBES), Public Works, County Fire and other County departments for a wide range of permitting and code enforcement activities.
The successful applicant will be part of a three-person team supporting the Accela permitting system within the Information Technology Services division. The team will be implementing a number of exciting projects such as electronic document review and IVR in the coming year, as well as, supporting the on-going business needs of our customers.
The position is a mix of working closely with customers to support them and understand their business processes and implementing technology solutions to solve their challenges. It is a blend of customer support, business analysis and information technology.
The County is looking for candidates who have:
Knowledge and/or experience on the business side of permitting plus an aptitude for technology
Although both skill sets are desired, the County is willing to train the successful candidate in one area or the other.
Permit System Administrator is the working title for this position, but the actual job classification is “Information Systems Specialist I/II (ISS I/II)”.
There is currently one full-time vacancy. This position can be filled at the ISS I or ISS II level depending on the candidate’s level of knowledge, skills, abilities, and competencies displayed by the final candidate through the recruitment process. The list established by this recruitment may be used to fill future full-time, part-time, limited term, and extra help vacancies up to one year.
EXAMPLE OF DUTIES The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.
Support and administer Accela Automation products including: install software updates and service packs; test system changes; configure new and existing functionality, event scripts, include_custom scripts; create and modify reports using SQL Server Reporting Services;
perform integration of GIS and Accela products with other vendor and County-developed products.
Provide Customer Support and Business Process Analysis including: assess client needs, document requirements and manage project life-cycle; troubleshoot customer issues and resolve Help Desk tickets; lead single and multi-person project teams; design/optimize business processes.
The Ideal Candidate for the ISS II position will possess the following knowledge, skills and abilities upon entry to the position.
SQL Server and T-SQL.
SQL Server Reporting Services (SSRS).
Project management principles and practices.
Microsoft Visual Studio.
Administer Accela Automation.
Write complex T-SQL queries and stored procedures.
Develop SQL Server Reporting Services reports.
Translate user needs into detailed requirements.
Analyze work flows and design efficient processes.
Manage single-person and team projects.
Communicate clearly in written and oral forms.
Use a personal computer as well as various computer software programs.
Use repetitive hand motions while typing on a keyboard.
EXPERIENCE AND EDUCATION
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge, skills and abilities. A desirable combination is:
Experience (ISS I):
No experience is required, but a background in information technology and/or permitting/planning business processes is highly desired.
Experience (ISS II):
Two years of experience performing permitting/planning work for a governmental agency, OR
Education (ISS I and II):
Equivalent to graduation from college with major course work in computer science, information technology, planning or a closely related field.
License or Certificate*:
A position assigned to this class may require possession of a valid California Driver’s License
