The Associate Planner is the journey level classification in the professional Planner series. An incumbent in this classification is responsible for performing, with regular supervision, routine to complex planning duties in the administration of land use regulations, General Plan, environmental review, and design review. Depending on area of expertise, an Associate Planner may be primarily assigned to one or more of the following specialties: current planning, advanced or long-range planning, architectural review, transportation planning, or Geographic Information Systems (GIS) mapping. The Associate Planner works under the supervision of a Senior Planner or Principal Planner and performs difficult and specialized planning assignments. This class is distinguished from the Assistant Planner class which handles the less complex assignments.
- Reviews development proposals and works with developers to reach agreement on acceptable site plans.
- Reviews building plans, parcel maps, and subdivision proposals for compliance with regulations.
- Provides support at Permit Centers, reviewing proposed land use permit applications for zone clearance.
- Confers with, advises, and serves as liaison to project applicants, City staff, and the general public.
- Acts as a Project Manager for selected planning applications.
- Researches, analyzes, and interprets social, economic, population, and land use data and trends.
- Prepares technical planning reports, presentations, recommendations, and graphic displays.
- Assists in the training and technical and functional supervision planning staff.
- May represent the Planning Division and make presentations at various planning committees and regional meetings.
- Perform field inspections and related field work.
- Provides support to Permit Centers, cooperates with property owners, project developers, public officials, and consultants in review of plans for development.
- Conducts routine and/or complex architectural review.
- Maintains planning data using various software programs.
- Performs professional level work in the field of current or advanced planning, zoning and design review.
- Gathers or maintains demographic data or other related statistics.
- Compiles information and makes recommendations on special studies.
- Perform other related duties as required.
- Two years of responsible professional urban planning experience supplemented by a bachelor’s degree from an accredited college or university with major course work in urban planning, architecture, or a related field.
- An equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying. A Master’s degree in planning may be substituted for one year of the required experience.
- Possession of license, registration or certification in a related field, such as American Planning Association (APA) or American Institute of Certified Planners (AICP), is desirable.
- Principles and practices of planning and zoning administration.
- Environmental protection regulations as such California Environmental Quality Act (CEQA), National Environmental Policy Act (NEPA), Clean Water Act, National Historic Preservation Act, Endangered Species Act, etc.
- State and local laws pertaining to land use such as Williamson Act, Historic Preservation Program, etc.
- Relationship of land use planning to the requirements of other reviewing agencies such as Fire Marshal’s Office, Environmental Health, Land Development Engineering, Geology, Roads and Airports, and Buildings.
- Principles of effective customer service.
- Research, report writing and presentation techniques.
- Statistics and math applicable to planning and property development.
- Common computer applications such as word processing, spreadsheet, database management, internet, and geographic information systems.
- Review project descriptions, plans or field conditions and apply policy and code provisions to determine conformance.
- Interpret the zoning ordinance and other policy documents.
- Perform research and analysis of data; prepare clear and concise reports.
- Communicate technical reports, policies and ordinances to the public and decision-making bodies.
- Build relationships and work respectfully, tactfully and creatively with the public, agencies and staff.
