About the Position:

The ESA Northern California Community Development Group is seeking an experienced CEQA Managing Associate (Project Manager) to work out of our Sacramento, San Francisco, Oakland, Petaluma, and/or San Jose office. This position primarily involves managing the preparation of CEQA and NEPA documents for development projects, transportation and airport projects, and/or planning projects (e.g., general plans and specific plans) for local, State and federal lead agencies. This position will manage medium to large/complex EIRs with minimal direction and participate in new business development. The position involves direct client interaction, managing in-house technical teams and sub-consultants to prepare environmental documents, and supporting proposal efforts.


The ideal candidate will have 5-10 years of CEQA project management experience in the Bay Area, Silicon Valley, or the Sacramento/Central Valley, and established relationships with local and/or State agencies in the Northern California region. This position requires a natural leader and someone with the initiative, confidence and tenacity to uphold ESA’s strong work ethic and to work collaboratively in a multi-disciplinary environment. This role especially requires exceptional writing and editing capabilities, as well as an understanding of project financial management. Successful candidates will have a broad-based planning-related background, with hands-on CEQA experience managing multi-disciplinary teams to produce high quality documents. Technical expertise in one or more CEQA resource areas is a plus although not required. The ideal candidate will have previous experience working for a private consulting firm, and experience working for a variety of clients including public agencies and private clients. Qualified candidates should have at least a BA/BS in a related discipline, a minimum of 8 years’ experience; or Masters and a minimum of 5 years’ experience.
