Background: On January 17, 2014, and again on April 25, 2015, Governor Brown declared a State of Emergency due to severe drought conditions throughout the State of California. This executive order included requirements for a new Model Water Efficient Landscape Ordinance (MWELO). The ordinance promotes the values and benefits of landscaping practices that integrate and go beyond the conservation and efficient use of water, sets a Maximum Applied Water Allowance as an upper limit for water use and reduces water
