Under the general supervision of the Chief, Office of Federal Programs, the Emergency Relief (ER) Program Manager works with cities, counties, transportation planning agencies, districts, other headquarters units, the California Emergency Management Agency (Cal EMA), Federal Emergency Management Agency (FEMA), and the Federal Highway Administration (FHWA). Responsibilities include: developing guidelines and procedures to acquire and use federal funding for disaster recovery and various federal programs, reviewing projects for eligibility, processing fund requests, developing and reviewing federal and state agreements, using sound engineering practices, training state and local agency personnel to carry-out their respective responsibilities within federal and state law, understanding and keeping informed regarding the ER program and other legislation and requirements and assisting Caltrans and local agencies with processing various applications for this program. The Senior Transportation Engineer may act on behalf of the Chief, Office of Federal Programs, during his/her absence from the office, and may act on behalf of the other engineers in the office, handling those duties that cannot or should not be delayed for an extended period of time.

For those who do not have current eligibility (e.g. transfer, permissive reinstatement or voluntary demotions) and/or who will be new to state civil services employment, you must be on the state examination list to be eligible for these positions.
