Originally from El Salvador, where she earned a degree in Architecture and worked as an Urban Planner for the Vice Ministry of Housing and Urban Development, she moved to the United States in 1990 and later earned a Master's degree in City Planning with emphasis in Transportation Planning from the University of California, Berkeley.
Aleida is passionate about working closely with communities, listening to their needs, understanding how people interact with their urban environments in daily life, and delivering plans and projects that directly respond to those needs and experiences. Her work includes-while working at the West Contra Costa Transit Authority—the implementation of the Hercules-San Francisco express bus service in response to the growing casual carpool demand in Hercules, and the C3 shuttle connecting the Bayo Vista public housing community in Rodeo to Contra Costa College, removing a major transportation barrier to educational access.
While working in the City of Albany, she led development of the City's first Active Transportation Plan and worked on many grant applications to implement prioritized projects resulting from the Plan. She also established the Safe Route to School Program (SR2S) and the Traffic Calming Program in the City.
At Alameda CTC, Aleida has contributed to major multimodal corridor projects, including East 14th Street, Mission and Fremont Boulevard, and the East Bay Greenway Multimodal Project. She led development of the Alameda County Vehicle Miles Traveled Reduction Calculator Tool and currently serves as Deputy Project Manager for the Countywide Active Transportation Plan update.
Highly motivated and deeply committed to inclusive, equitable planning, Aleida values collaboration, holistic problem-solving, and attention to detail. She is bilingual in Spanish and English. Outside work, she enjoys hiking, biking, baking, and spending time with family, friends, and her three dogs.
