THE OPPORTUNITY:
The Park District is currently recruiting for Planning Manager located at the Park District’s Administrative Office, 2950 Peralta Oaks Ct., Oakland.
ABOUT THE DEPARTMENT
The Planning, Trails, Cultural Resources and GIS Department is comprised of five units – Interagency Planning, Park Planning, Cultural Resources, Trails Program, and Geographic Information Services. The Planning Manager will manage the Interagency Planning, Park Planning, and Cultural Resources Unit while working in close collaboration with the Trails Program Manager and GIS Coordinator in managing workloads and supervision of the Department. We are seeking a leader who can provide strategic direction in project delivery, process improvement, and mentorship. This position will work closely with the Stewardship, Design and Construction, Operations, and Legal Departments to improve project delivery and interagency coordination and will represent the Park District in external stakeholder groups.
IDEAL CANDIDATE
• Administration: build cross-disciplinary project teams, manage the performance and functions of staff in the Interagency Planning, Park Planning, and Cultural Resource Units; mentor staff; manage professional services consultant contracts; review and develop planning policies, procedures and plans; manage staffing and budget.
• Environmental Officer: serve as the agencies principal officer in compliance with various environmental review policies including California Environmental Quality Act, and National Environmental Policy Act.
• Project Prioritization: working with the Operations Division and Stewardship and Design and Construction Departments, this position will coordinate prioritization of project delivery with consideration for environmental permitting, operational capacity, funding, and community interest.
• Planning Agency Coordination: work closely with planning agencies throughout the region to coordinate Park District efforts with regional planning efforts focused on housing, transportation, climate adaptation, and conservation.
• Agency Representative: represent the Planning, Trails, Cultural Resources, and GIS Department before the Board of Directors, Park Advisory Committee, and various external forums.
The Planning Manager will directly supervise three Principal Planners and work with a team of administrative and professional staff; demonstrated supervisory skills are ideal.
Essential Functions
Plans, develops, implements and evaluates the Planning Work Program within the Department; creatively and strategically plans, develops, and advances interagency and park planning projects; supervises, and evaluates assigned staff consisting of professional, technical and support staff, as well as consultants and contractors; assigns, prioritizes and monitors work assignments; develops program standards, goals and objectives in line with the Park District’s Mission, Vision, and Master Plan; coordinates the Park District’s planning program to ensure all projects are aligned with the Park District’s Capital Projects Program and Operations Resource Allocation Study to executive management and the Board effectively; coordinates long range and short term implementation of park planning documents, acquisition vetting and evaluations, and interagency projects occurring on District properties; serves as the Environmental Compliance Officer for the Park District ensuring project compliance across the agency with the California Environmental Quality Act; oversees and coordinates professional consultants in the preparation of studies, feasibility analysis, adaptation strategies, and other plans for projects; makes recommendations concerning programmatic policies and procedures; ensures compliance with established laws, regulation, policies, and procedures; develops and administers the budget for assigned program(s) and projects; may assist Chief of Planning, Trails, Cultural Resources, and GIS in the preparation of the department’s annual budget; prepares and analyzes complex reports; oversee the maintenance of records; prepares and reviews a variety of written reports and correspondence; serves as a Park District representative to outside agencies, organizations, stakeholders and the public; serves as a subject matter expert on a variety of internal committees, work groups, and task forces; may present to, or prepare material for, the General Manager and/or Board of Directors and performs related duties as assigned.
Minimum Qualifications
Education: A Bachelor’s degree from an accredited college or university in city or regional planning, landscape architecture, environmental studies or a related field,
AND
Experience: Four (4) years of experience in land use planning or a related specialty area, including two (2) years of experience in a supervisory capacity. A Master’s degree from an accredited college or university in landscape architecture, environmental management, or planning is desirable.
License or Certificate: Possession of a valid Class C California Driver’s License is a condition of initial and continued employment in this classification.
Knowledge of: Federal, state, and local planning and environmental laws, rules, regulations, and acts including the California Environmental Quality Act; cultural resource regulation and preservation principals, planning and design principles and environmental evaluation procedures; written and verbal communication to deliver public presentations, coordinate interagency and interdepartmental meetings, and facilitate discussions with key internal and external stakeholders; principles and practices of project management; management and supervisory principles and practices; office procedures, methods, and equipment including computers and applicable software applications such as digital imagery, GIS, word processing, spreadsheets, and databases; Park District’s equal employment opportunity policy objectives; a supervisor’s role in the equal employment opportunity policy objectives and the processes available to meet objectives; information technology and its uses to enhance business performance and efficiency; fiscal and budgetary practices and policies.
Ability to: plan, direct, organize, and coordinate operational activities; organize and create maps and presentation graphics; evaluate program activities and staff; plan, organize, assign, and review the work of subordinates; train, guide and evaluate the development of subordinates; communicate clearly and effectively both orally and in writing; prepare detailed reports and correspondence; conducts analysis and research; operate office equipment including computers and supporting word processing, spreadsheet, and database applications; exercise sound judgment, initiative, and tact; analyze and problem solve; manage multiple competing priorities; establish and maintain effective working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers.
CONDITIONS OF EMPLOYMENT:
May be required to attend public hearings and other meetings which may be scheduled outside of normal work hours.
Must pass a Level 1 Background Check.

MANAGEMENT DESIGNATION: This position is not affiliated with a union and is considered part of the Management group and is exempt from the provisions of the Fair Labor Standards Act (i.e. is not eligible for overtime); in addition to the regular work schedule, this position may require availability to work evenings and/or weekends. The probationary period for this position is one year. This position is designated as “at-will” and serves at the pleasure of the General Manager.
Internal Promotions: Placement shall be made at the first step in the salary range for the new position (Step A) unless the salary rate at Step A of the new position is less than a 5% increase. In such instances, the employee will be placed at a step in the new salary range that ensures at least a 5% increase.
